Appraisal of Human Resources Policies for Rural Health in Western China: Joint Project of 11 Medical Universities

This Xi'an-led multi-school collaboration will landscape human resources for health in all 11 of China's Western provinces over three years budgeted at $881,773. The Project goal is to assess government policies in attracting and retaining rural health workers for ensuring access to primary care among rural populations in Gansu, Guizhou, Guangxi, Inner Mongolia, Ningxia, Qinghai, Shaanxi, Sichuan, Tibet, Yunnan, and Xinjiang. Grant funds would support a coordinated approach to documenting the stock and distribution of human resources, to projecting the demand for such resources, to assessing current policies, and to identifying promising policies that will attract and retain rural health workers. With the technical assistance of WHO throughout the Project lifecycle, a framework for policy landscaping has already been developed – policies in education, management, finances, and organizational design.
